The Innovation Center has set up an Intellectual Property Operation Department to define the subject and responsibility of intellectual property management at each stage, formulate an intellectual property management manual and relevant intellectual property systems, and improve the innovation center's ability to create, manage, protect and apply intellectual property. Formulate the Intellectual Property Confidentiality System, Intellectual Property Management System, Intellectual Property Incentive System, Intellectual Property Licensing and Transfer System, Intellectual Property Evaluation System, Intellectual Property Early Warning Analysis and other intellectual property systems to manage and prevent intellectual property risks effectively, safeguard the legitimate rights and interests of innovation subjects, and improve the innovation enthusiasm of R&D personnel. We will promote the transfer and transformation of intellectual property rights and the industrialization of innovative achievements.

（1）Intellectual Property Management

The Innovation Center conducts intellectual property training for employees, signs confidentiality contracts, signs intellectual property declaration documents with employees in critical positions such as R&D, pilot scale and pilot scale, and signs non-competition agreements with employees involved in core technology intellectual property.

The Innovation Center implements intellectual property management throughout the scientific research project. The ownership of intellectual property rights shall be determined or agreed upon according to law, The Innovation Center shall clarify the list of existing intellectual property rights of member units, and The Innovation Center shall timely monitor the ownership changes in the process of research and development, transfer and transformation, production and operation, foreign cooperation. And The Innovation Center shall strengthen the management of intellectual property rights. The intellectual property rights formed by the technology R&D or independent R&D funded by the Center from public finance shall be owned by the Innovation Center, and the intellectual property rights developed by the technology R&D entrusted by the Center shall be agreed upon by both parties; The ownership of intellectual property rights formed by technology research and development commissioned by the Center and funded by public finance by member units shall be agreed by both parties, and the ownership of intellectual property rights formed by independent research and development of member units shall be owned by member units; The intellectual property rights developed by joint technology research and development between member units shall be jointly owned by both parties, and the intellectual property rights of the project shall be uniformly operated and managed by the Center.

The Innovation Center formulates patent management measures to standardize patent application maintenance, early warning protection, inventor award, and archive management.

The Innovation Center shall formulate trade secret management measures to standardize the management of trade secrets in the process of R&D, transfer and transformation, production and operation.

The Innovation Center formulates trademark management measures to regulate domestic and foreign trademark registration applications, the use of trademark rights, and the management of famous and well-known trademarks.

（2）Intellectual property risk prevention and control

The Innovation Center and its member units conduct retrieval, analysis and risk assessment of intellectual property information such as patents, trademarks and copyrights during project initiation, research and development, procurement, production, cooperation and other activities.

The Innovation Center and its member units strengthened overseas intellectual property risk management and responded to intellectual property risks regarding technology import and product export.

The Innovation Center and its member units shall monitor the authorized and licensed intellectual property rights and provide early warning, prediction and handling suggestions for improper use.

The Innovation Center and its member units actively take the following measures to prevent competitors from abusing intellectual property rights: first, timely and effectively disclose innovation achievements that do not need to apply for intellectual property rights, and prevent others from using the same achievements to obtain intellectual property rights; Second, rationally plan the acquisition of intellectual property rights such as original innovation, cooperative research and development, mergers and acquisitions, and transfer, and eliminate potential intellectual property barriers; The third is to carry out targeted international patent applications in significant product sales places, and strengthen the defensive patent layout.

The Innovation Center has established an intellectual property appraisal system for significant economic and technological activities, standardized the scope and procedures of appraisal, and carried out an intellectual property appraisal for public finance-funded projects and industrialization projects undertaken by member units.

（3）Transfer and transformation mechanism of intellectual property rights

The Innovation Center shall formulate a mechanism for transferring and transforming intellectual property rights and establish and improve the licensing, income distribution, reward and remuneration systems. For the transfer and transformation of intellectual property rights. By the relevant national and local regulations, prizes shall be given to those who have accomplished their job achievements and those who have made significant contributions to the transformation of achievements.

If the innovation center needs to use the existing intellectual property rights of the shareholders in the process of technology research and development and the promotion and application of innovative achievements, the owner of the current intellectual property rights shall permit the use. Still, the Center shall specify the scope of use, and both parties shall agree on the use fees.

The innovation center and shareholder units actively use funds, loan risk compensation, seed project financing and other methods to attract social capital investment, form diversified investment channels for intellectual property transfer and transformation, and establish an intellectual property transfer and transformation mechanism for benefit sharing and risk sharing among member units.

Relying on the intellectual property rights acquired by the alliance units, the innovation center prioritizes the transfer and transformation of the alliance units.

（4）Promote the transfer and transformation of intellectual property rights

The innovation center selects a batch of innovation achievements with intellectual property rights as the core, which align with the direction of industrial transformation and upgrading around critical areas and vital standard technologies in the industry, and timely releases the transfer and transformation catalogue.

The Innovation Center, shareholders and member units of the Alliance shall specify the scope, object, term, charging standard and procedure of intellectual property license transfer. The Center shall prepare a model text of the member units' intellectual property license and transfer agreement.

The Innovation Center actively leads the formulation of international, national, industrial, and group standards and strengthens the implementation and promotion of standards.

The innovation center gathers all kinds of resources such as achievements, funds, talents, services and policies to promote member units to carry out intellectual property transfer and transformation for SMEs. Give full play to the role of industrial alliances and facilitate the transfer and conversion of intellectual property products, services or technical solutions.

（5）Intellectual property support services

The innovation center integrates innovation and intellectual property resources, releases intellectual property service information to member units and industries, and strengthens industrial intellectual property service support.

The Innovation Center relies on the industrial technology alliance. It cooperates with professional institutions to monitor the risks of industrial intellectual property, release reports on the competitive dynamics and development trends of industrial intellectual property, and carry out early warning and joint responses to industrial intellectual property risks.

In combination with the needs of international competition, the Innovation Center and professional institutions have prepared a manual for overseas response to intellectual property risks of enterprises to guide industrial alliances, member units and industry backbone enterprises to deal with overseas intellectual property risks of "going global."

The Innovation Center provides small, medium-sized and micro enterprises with intellectual property services such as entrepreneurship counselling, transfer and transformation consulting and practical training.
