Please follow the Notice of the General Office of the Ministry of Industry and Information Technology on the Construction of Green Manufacturing System (2016〕586No., hereinafter referred to as the "Notice"), in accordance with the principle of "selecting the best among the best, preferring to be short rather than abuse", organize local enterprises (including central enterprises, the same below), parks, etc. to carry out the application work, and select and determine the recommended list of local green factories, green design products, green industrial parks, and green supply chain management enterprises. All regions are encouraged to establish and improve the local green manufacturing benchmarking cultivation mechanism, release the provincial green manufacturing list, and give priority to the enterprises or parks included in the list.
In the past three years, under the following circumstances, the green manufacturing list shall not be declared: those who do not operate and produce normally; In case of security (including network security and data security), quality, environmental pollution and other accidents, tax evasion and other violations (subject to "Credit China" and "National Enterprise Credit Information Publicity System"); Being dynamically adjusted out of the green manufacturing list; Serious problems are found in the relevant supervision and inspection work of the State Council and relevant departments; Being listed in the list of industrial energy-saving supervision and rectification and failing to complete the rectification as required; The person to be executed for breach of faith, etc.
Please refer to the General Rules for the Evaluation of Green Factories（GB/T36132-2018）Conduct self-evaluation and third-party evaluation. If the industrial standards for green factory evaluation have been released (can be viewed on the website of the Energy Conservation and Comprehensive Utilization Department of the Ministry of Industry and Information Technology), self evaluation and third-party evaluation shall be conducted according to the requirements of the industrial standards. The number of declaration in each region will be determined according to the number of industrial enterprises above designated size and other factors.
In order to give play to the leading role of green plants in energy conservation and carbon reduction, the energy efficiency level of key energy consuming industries should, in principle, meet or exceed the Energy Efficiency Benchmark Level and Benchmark Level in Key Fields of High Energy Consuming Industries（2021Edition) (Development and Reform Industry2021〕1609No.), Benchmark Level and Benchmark Level in Key Fields of Clean and Efficient Utilization of Coal（2022Edition) (Development Reform and Operation [2022〕559No.) benchmark value specified for relevant industries. In principle, the industry without energy efficiency benchmark value shall reach or be superior to the advanced value of the corresponding national energy consumption quota standard. In addition, the recommended green factories in various regions should be compared with the green manufacturing level indicators of existing green factories, and the main indicators such as energy efficiency level should be superior to the existing green factories in the same industry in the region.
All regions shall organize industrial parks with good industrial foundation, complete infrastructure and high level of green manufacturing to apply, and carry out self-assessment and third-party evaluation according to relevant requirements of the Notice on green park evaluation. The recommended green industrial park takes product manufacturing and energy supply as its main functions, and the proportion of industrial added value exceeds50%Industrial parks at or above the provincial level with legal boundaries and scope and unified management institutions are encouraged to carry out the construction of green industrial parks by national pilot units of low-carbon industrial parks. In principle, the recommended green industrial parks in each region shall not exceed3Pieces.
All regions should organize chain leading enterprises with large industrial influence, strong business strength, complete industrial chain, good green supply chain management foundation and leading role in the industrial chain to apply, and carry out self-evaluation and third-party evaluation according to relevant requirements of the Notice on green supply chain evaluation. All regions are requested to strengthen the tracking guidance and dynamic management of enterprises or parks on the green manufacturing list, establish a regular reporting mechanism for key indicators of green manufacturing level, and organize enterprises or parks on the green manufacturing list to fill in the green manufacturing dynamic management form every year (Appendix6-9）And review the key indicators specified in the dynamic management table. If the key indicators of green manufacturing level do not meet the requirements of green manufacturing evaluation, organize on-site evaluation, propose dynamic adjustment opinions and submit them to our department, which will adjust the list after comprehensive evaluation. In case of security (including network security and data security), quality, environmental pollution and tax evasion (subject to "Credit China" and "National Enterprise Credit Information Publicity System"), it is required to report to our department in time, and our department will remove them from the list.

The third party evaluation agency shall, in accordance with the Reference Procedure for Green Manufacturing System Evaluation (Section Letter of the Department of Industry and Information Technology2017〕564No.), be responsible for the authenticity and accuracy of the contents and results of the evaluation report, maintain independence from the self-assessment activities of the applicant, and do not participate in the preparation of the self-assessment report. The evaluation institutions verified to have falsified or intentionally concealed the problems of the evaluated party in the evaluation process will be blacklisted and will not accept the evaluation results issued by them within three years.
The third party organization that carries out the evaluation work related to the green manufacturing system shall meet the following basic conditions:
（1） Enterprises and institutions, industry associations, etc. registered in the People's Republic of China and with independent legal personality, have the experience and ability to carry out relevant evaluations;
（2） It has a fixed office space and office conditions for evaluation, and a sound financial management system;
（3） Full time personnel with intermediate professional title or above engaged in green evaluation shall not be less than10People, of which the number of people with senior professional titles in energy, environment, ecology, low carbon, life cycle assessment and other related disciplines is no less than5People;
（4） The personnel of the evaluation organization shall comply with national laws, regulations and evaluation procedures, and be familiar with relevant policies, standards and specifications of green manufacturing;
（5） Have the ability to carry out the evaluation of green factories, green industrial parks, green supply chains and other fields, and have led or participated in the review, demonstration, evaluation of green manufacturing or scientific research projects at or above the provincial level, or the formulation of national and industrial standards, green manufacturing related policies, etc. in the past five years.
The third-party evaluation of the green manufacturing system shall be carried out by the applicant enterprise or the evaluation institution independently entrusted by the park. In order to improve the evaluation quality, the total amount of the green manufacturing system evaluation projects (including green factories, green industrial parks, green supply chain management enterprises) of this batch carried out by the evaluation organization of the same legal person (including its associated enterprises and institutions) shall not exceed15The Ministry will disclose the passing rate of third-party evaluation institutions in conducting evaluation.
